{"id":85375,"date":"2017-10-16T11:02:00","date_gmt":"2017-10-16T11:02:00","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=a78367b91dce699826b8146b2ed8685c"},"modified":"2017-10-16T11:02:00","modified_gmt":"2017-10-16T11:02:00","slug":"press-release-cma-requires-sale-of-east-midlands-adult-mental-health-hospital","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=85375","title":{"rendered":"Press release: CMA requires sale of East Midlands adult mental health hospital"},"content":{"rendered":"<div class=\"govspeak\">\n<p>Universal Health Services, Inc. \u2013 through its subsidiary Cygnet Health Care Limited (Cygnet) \u2013 acquired Cambian Adult Services in December 2016. Both companies run hospitals providing rehabilitation services to patients suffering from long-term mental illness.<\/p>\n<p>An in-depth <a href=\"https:\/\/www.gov.uk\/cma-cases\/cygnet-health-care-cambian-adult-services-division-merger-inquiry#phase-2\">investigation<\/a> by a group of independent Competition and Markets Authority (<abbr title=\"Competition and Markets Authority\">CMA<\/abbr>) panel members has found that the merger may be expected to result in a substantial lessening of competition in the East Midlands where the companies would be the largest provider of male mental health rehabilitation services, being many times the size of the next largest provider in the region.<\/p>\n<p>The <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> found that clinical commissioning groups (<abbr title=\"clinical commissioning groups\">CCGs<\/abbr>), the main customers of these hospitals, would have less choice, and may face higher prices or lower quality when referring patients. In order to maintain competition in the East Midlands, the companies are now required to sell one of their hospitals in the area to a buyer approved by the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr>.<\/p>\n<p>The <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> has cleared the merger in all other regions originally identified, including  the West Midlands where it had identified  possible concerns about mental health services to female patients  in its provisional decision published in August.<\/p>\n<p>Simon Polito, Chair of the inquiry group, said:<\/p>\n<blockquote>\n<p>Mental health hospitals are a vital part of our healthcare system, caring for some of the most vulnerable in our society. <abbr title=\"clinical commissioning groups\">CCGs<\/abbr>, who are under increasing budget pressure, should have access to a range of facilities and treatment options so they can ensure the best possible care.<\/p>\n<p class=\"last-child\">We have found that this merger could affect the quality and price of mental health rehabilitation services for male patients in the East Midlands. The companies must now sell off one  of their hospitals in this region.<\/p>\n<\/blockquote>\n<h4 id=\"notes-to-editors\">Notes to editors<\/h4>\n<ol>\n<li>\n<p>Cygnet Health Care Limited operates 20 mental health hospitals in the UK.<\/p>\n<\/li>\n<li>\n<p>Cambian Adult Services operates 61 mental health hospitals in the UK.<\/p>\n<\/li>\n<li>\n<p>The <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> is the UK\u2019s primary competition and consumer authority. It is an independent non-ministerial government department with responsibility for carrying out investigations into mergers, markets and the regulated industries and enforcing competition and consumer law.<\/p>\n<\/li>\n<li>\n<p>The final report can be found on the <a href=\"https:\/\/www.gov.uk\/cma-cases\/cygnet-health-care-cambian-adult-services-division-merger-inquiry\">case page<\/a>.<\/p>\n<\/li>\n<li>\n<p>On 22 February 2017, the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> started its initial investigation and on 3 May 2017 the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> referred it for a phase 2 investigation.<\/p>\n<\/li>\n<li>\n<p>All the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr>\u2019s functions in phase 2 merger inquiries are performed by independent inquiry groups chosen from the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr>\u2019s panel members, and supported by <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> staff.
