{"id":85418,"date":"2017-10-17T10:00:24","date_gmt":"2017-10-17T10:00:24","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=a5ac65c86f07138ed86b6476513de607"},"modified":"2017-10-17T10:00:24","modified_gmt":"2017-10-17T10:00:24","slug":"news-story-cma-reviews-rough-gas-storage-facility-undertakings","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=85418","title":{"rendered":"News story: CMA reviews Rough gas storage facility undertakings"},"content":{"rendered":"<div class=\"govspeak\">\n<p>Rough is a gas field in the North Sea used to store gas in the summer and deliver it in winter when the gas is needed to help meet high demand.<\/p>\n<p>In June, Centrica plc (Centrica) <a rel=\"external\" href=\"https:\/\/www.centrica.com\/news\/cessation-storage-operations-rough\">announced<\/a> that it intended to close the gas storage facility due to the physical deterioration of the facility which has come to the end of its design life.  The closure can only happen if current undertakings required by the Competition and Markets Authority (<abbr title=\"Competition and Markets Authority\">CMA<\/abbr>) have been removed.  This led to Centrica and Centrica Storage Ltd (<abbr title=\"Centrica Storage Ltd\">CSL<\/abbr>) \u2013 the operator of Rough \u2013 requesting a review of its undertakings.<\/p>\n<p>The undertakings, put in place in 2003 and most recently amended by the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> in 2016, include a requirement to keep <abbr title=\"Centrica Storage Ltd\">CSL<\/abbr>, legally, financially and physically separate from its parent company Centrica, and to prevent <abbr title=\"Centrica Storage Ltd\">CSL<\/abbr> from discriminating in favour of Centrica or other users of Rough.<\/p>\n<p>They also include an obligation for <abbr title=\"Centrica Storage Ltd\">CSL<\/abbr> to sell a specific amount of capacity before the start of each storage year, limiting the amount which can be supplied to Centrica and enabling Ofgem to vary the amount of capacity Centrica is required to offer for sale.<\/p>\n<p>The <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> panel members who will act as decision-makers in the review are: <a href=\"https:\/\/www.gov.uk\/government\/publications\/cma-panel-member-biographies-and-disclosures-of-interest\/inquiry-chairs-biographies#professor-martin-cave-obe\">Martin Cave<\/a>, <a href=\"https:\/\/www.gov.uk\/government\/publications\/cma-panel-member-biographies-and-disclosures-of-interest\/panel-members-biographies#jayne-scott\">Jayne Scott<\/a>, <a href=\"https:\/\/www.gov.uk\/government\/publications\/cma-panel-member-biographies-and-disclosures-of-interest\/panel-members-biographies#jon-stern\">Jon Stern<\/a> and <a href=\"https:\/\/www.gov.uk\/government\/publications\/cma-panel-member-biographies-and-disclosures-of-interest\/panel-members-biographies#anne-fletcher\">Anne Fletcher<\/a>.
