Getting ready for the automated car revolution"},"content":{"rendered":"<div class=\"govspeak\">\n<p>Good morning ladies and gentlemen.<\/p>\n<p>Thank you for that welcome.<\/p>\n<p>I\u2019m delighted to join you for today\u2019s (6 November 2017) conference.<\/p>\n<p>To have this chance to talk about how we\u2019re getting ready for automated vehicles.<\/p>\n<p>And what they mean for you and your businesses.<\/p>\n<p>You may have seen over the weekend &#8211; hundreds of magnificent old cars taking part in the world\u2019s longest running motorsport event.<\/p>\n<p>The annual London to Brighton Veteran Car Run.<\/p>\n<p>They were continuing a tradition which goes all the way back to 1896.<\/p>\n<p>The year of the first London to Brighton.<\/p>\n<p>Which was known as the Emancipation Run.<\/p>\n<p>Because it celebrated a recent increase in the speed limit from 4 miles per hour (<abbr title=\"miles per hour\">mph<\/abbr>) to an eye-watering 14 <abbr title=\"miles per hour\">mph<\/abbr>.<\/p>\n<p>We tend look back on those early motoring years with nostalgia.<\/p>\n<p>Pioneering manufacturers like Daimler and Panhard producing cars for an enterprising and extremely rich clientele.<\/p>\n<p>But 1896 was a landmark motoring year for less romantic reasons too.<\/p>\n<p>It was the year in which a London woman became the first recorded pedestrian to be killed by a car.<\/p>\n<p>When she stepped off a curb and was hit by a gas powered vehicle, driven by a certain Arthur Edsall.<\/p>\n<p>There was no precedent for such an accident.<\/p>\n<p>So Edsall was released without charge.<\/p>\n<p>And the coroner was quoted as saying he hoped such a fatality would never happen again.<\/p>\n<p>Of course it didn\u2019t take long to realise that these new  horseless carriages were not just temperamental to drive.<\/p>\n<p>They were also dangerous \u2013 for a society wholly unprepared for their arrival.<\/p>\n<p>So perhaps it\u2019s not surprising that 1896 was also the year when the first <abbr title=\"United Kingdom\">UK<\/abbr> car insurance policy was sold.<\/p>\n<p>Details of those early policies are long lost.<\/p>\n<p>But the service they provided was fundamental.<\/p>\n<p>To establishing a framework that protected the victims of accidents, and focused attention on road safety.<\/p>\n<p>But that also made car ownership viable, and ultimately allowed the market to grow.<\/p>\n<p>With all the benefits of driving that we take for granted today.<\/p>\n<p>Since then, of course, motor insurance has grown into a massive industry.<\/p>\n<p>An industry that\u2019s innovated in response to changing technology.<\/p>\n<p>Changing legislation.<\/p>\n<p>And changing driving conditions.<\/p>\n<p>But despite this progress, we\u2019ve seen nothing in our lifetimes that can compare with the motoring revolution that\u2019s just around the corner.<\/p>\n<p>A revolution that will transform the way we travel.<\/p>\n<p>The way we buy, run and power our cars.<\/p>\n<p>And the way we insure them.<\/p>\n<p>The autonomous, ultra-low emission vehicles that are in development now will be as different to today\u2019s family saloons as those early vehicles which participated in the first London to Brighton run.<\/p>\n<p>They represent an unprecedented leap forward in the history of the automobile.<\/p>\n<p>So much so that future generations will see 20th century motoring with a driver at the wheel controlling a vehicle powered by an internal combustion engine as merely a quaint stepping stone on the journey to cleaner, fully autonomous and more efficient road transport.<\/p>\n<h2 id=\"social-and-safety-implications\">Social and safety implications<\/h2>\n<p>The potential benefits of these new technologies for human mobility \u2013 and for wider society \u2013 are tremendously exciting.<\/p>\n<p>Many who can\u2019t currently drive will be able to take to the road.<\/p>\n<p>Elderly people.<\/p>\n<p>Or people with disabilities which prevent them from travelling today.<\/p>\n<p>They\u2019ll discover a new sense of freedom and independence.<\/p>\n<p>And there is also the potential for us to make much more efficient use of the road network.<\/p>\n<p>There are currently 6 cars for every 10 people in the <abbr title=\"United Kingdom\">UK<\/abbr>.<\/p>\n<p>But they are only used about 3% of the time.<\/p>\n<p>Connected and autonomous taxis could deliver the same number of trips with just 10% of the vehicles, according to one recent study.<\/p>\n<p>An autonomous car fleet could reduce delays by 40% on the strategic road network, and 30% in urban areas.<\/p>\n<p>But just as importantly, there are huge safety implications.<\/p>\n<p>Self-driving cars should make road travel far safer.<\/p>\n<p>By eliminating the biggest contributory factor to accidents today &#8211; human error.<\/p>\n<p>Which in 2016, was responsible for over 85% of all reported <abbr title=\"United Kingdom\">UK<\/abbr> road incidents.<\/p>\n<p>And these benefits are coming soon.<\/p>\n<p>Sooner than most people expect.<\/p>\n<p>In fact, I expect the first self-driving cars to reach the market \u2013 and to be used on <abbr title=\"United Kingdom\">UK<\/abbr> roads \u2013 by 2021.<\/p>\n<p>The government is already taking steps to make this happen and consulting with industry partners for their views.<\/p>\n<p>Never before have we experienced such a profound change in motoring technology in such a short space of time.<\/p>\n<p>And there are major opportunities in this fast emerging market for those who are best prepared.<\/p>\n<p>Exports of low emission vehicles are already worth \u00a32.5 billion to our economy.<\/p>\n<p>But it is estimated that the market for autonomous vehicles could be worth \u00a328 billion to the <abbr title=\"United Kingdom\">UK<\/abbr> by 2035.<\/p>\n<p>That\u2019s why we are so committed to becoming a global leader in the design, development and use of autonomous vehicles.<\/p>\n<p>The <abbr title=\"United Kingdom\">UK<\/abbr> code of practice for testing automated vehicles on public roads is recognised as one of the most open in the world.<\/p>\n<p>Leading manufacturers like Nissan and Volvo have already announced test programmes in the <abbr title=\"United Kingdom\">UK<\/abbr>.<\/p>\n<p>And to support further growth, we\u2019re investing \u00a3100 million in <abbr title=\"research and development\">R&amp;D<\/abbr> \u2013 match-funded by industry \u2013 across more than 50 collaborative projects.<\/p>\n<p>Such as Pathfinder pods in Milton Keynes.<\/p>\n<p>We\u2019re also investing \u00a3100 million &#8211; again match-funded by the industry &#8211; to provide a comprehensive range of virtual, yet real-world testing environments for developers and investors to use.<\/p>\n<p>The scheme will be co-ordinated through MERIDIAN.<\/p>\n<p>A new <a href=\"https:\/\/www.gov.uk\/government\/news\/government-launches-meridian-to-accelerate-connected-autonomous-vehicle-technology-development-in-the-uk\">government-backed and industry-led hub<\/a>.<\/p>\n<p>To co-ordinate and promote connected and autonomous vehicle technology in the <abbr title=\"United Kingdom\">UK<\/abbr>.<\/p>\n<p>In October we announced the winners of a \u00a351 million government competition to develop self-driving car testing infrastructure.<\/p>\n<p>Including new facilities at 2 of the motor industry\u2019s biggest proving grounds.<\/p>\n<p>And our third open <abbr title=\"research and development\">R&amp;D<\/abbr> funding competition closed just a couple of weeks ago.<\/p>\n<p>Meanwhile colleagues at the <a href=\"https:\/\/www.gov.uk\/government\/organisations\/centre-for-connected-and-autonomous-vehicles\">Centre for Connected and Autonomous Vehicles<\/a> recently attended the Intelligent Transport Systems World Congress in Montreal.<\/p>\n<p>Where they were busy explaining why we\u2019re the leading country for the research and testing of new autonomous technologies.<\/p>\n<p>And the \u2018go to\u2019 location for global investors in this field.<\/p>\n<p>So we\u2019re making real progress.<\/p>\n<p>Preparing the <abbr title=\"United Kingdom\">UK<\/abbr> for change.<\/p>\n<p>Though we can\u2019t be complacent.<\/p>\n<p>That\u2019s what the <a href=\"https:\/\/www.gov.uk\/government\/news\/boost-for-electric-and-driverless-car-industry-as-government-drives-forward-green-transport-revolution\">Automated and Electric Vehicles Bill<\/a> is all about.<\/p>\n<p>Keeping ahead of the curve.<\/p>\n<p>The bill\u2019s making smooth process through Parliament.<\/p>\n<p>And I\u2019m sure that will continue through to Royal Assent.<\/p>\n<p>As you know, one of the key objectives of the bill is to set the legislative groundwork for automated vehicle insurance.<\/p>\n<p>We have worked very closely with the insurance industry to get it right.<\/p>\n<p>So I\u2019d particularly like to thank the <abbr title=\"Association of British Insurers\">ABI<\/abbr> and its members today for the support we\u2019ve received.<\/p>\n<p>The measures in the bill will help us provide certainty to the insurance industry \u2013 and clarity to the public \u2013 about the changes ahead.<\/p>\n<p>Automated vehicles will make collisions rarer.<\/p>\n<p>But when cases do come to market, our current compulsory insurance framework might not fully protect the people and businesses involved.<\/p>\n<p>As things stand, they may not be covered for collisions caused by autonomous vehicles, because only the driver\u2019s use of the vehicle is insured.<\/p>\n<p>Victims might have to take vehicle manufacturers to court, which would be time consuming and expensive, undermining the quick and easy access to compensation that is a cornerstone of our insurance system.<\/p>\n<p>If we fail to address this beforehand, we risk jeopardizing consumer protection, and undermining the competitiveness of our automotive industry.<\/p>\n<p>Having consulted widely, we are creating a new compulsory insurance framework that covers motorists when they are driving, and when the driver has legitimately handed control to the vehicle.<\/p>\n<p>This will ensure that victims have quick and easy access to compensation.<\/p>\n<p>And that insurers can recover costs from the liable party, which in the majority of cases is anticipated to be the manufacturer.<\/p>\n<p>It will allow consumers to buy insurance in the same way they do today.<\/p>\n<p>And in turn, it could also reduce premiums.<\/p>\n<p>One of the <abbr title=\"United Kingdom\">UK<\/abbr>\u2019s largest insurers has said that \u201cas well as making our roads safer, insurance premiums are based on the cost of claims and therefore we expect substantially reduced premiums to follow.\u201d<\/p>\n<p>So automated vehicles, introduced alongside the effective insurance framework proposed in this bill, could deliver significant financial and safety benefits for ordinary road users.<\/p>\n<p>We have already had many productive debates when these measures were included in the previous Vehicle Technology and Aviation Bill.<\/p>\n<p>Changes have been made to the current bill that take some of those concerns into account.<\/p>\n<p>However, we know that there are still wider issues to be discussed.<\/p>\n<p>Issues that can\u2019t be settled until automated vehicle technology has evolved further.<\/p>\n<p>Since we do not yet know how the technology will fully work, regulating early could diminish the benefits we want to achieve.<\/p>\n<p>It is imperative that we do not over regulate \u2013 or worse, regulate badly \u2013 while the technology is still developing.<\/p>\n<p>This could potentially result in regulation that is unsafe for the public.<\/p>\n<p>Or compromise the <abbr title=\"United Kingdom\">UK<\/abbr>\u2019s position in the market.<\/p>\n<p>There are a number of important conversations about regulations taking place at an international level, and it would not be in <abbr title=\"United Kingdom\">UK<\/abbr> interests to act unilaterally before decisions have been made.<\/p>\n<p>So, our proposed regulatory programme will allow us be flexible and agile in response to future developments.<\/p>\n<p>On the question of data handling.<\/p>\n<p>This is clearly a matter for vehicle manufacturers and service providers.<\/p>\n<p>There is a regulatory framework currently within the Data Protection Act.<\/p>\n<p>But research projects will help provide evidence of how data should be recorded and shared.<\/p>\n<p>Where we see barriers, we will act to remove them in a pragmatic manner.<\/p>\n<p>Where necessary, we will help lead international negotiations.<\/p>\n<p>As we are doing at the moment on harmonising guidelines, standards and regulation on cyber security for the global automotive industry.<\/p>\n<p>So to sum up.<\/p>\n<p>We are well positioned not just to follow changes in motoring technology over the next couple of decades.<\/p>\n<p>But to lead them.<\/p>\n<p>And part of our preparation is to make sure our regulatory framework is ready for the arrival of driverless vehicles.<\/p>\n<p>Just as we saw at the dawn of motoring in the late 19th century, the success of tomorrow\u2019s cutting edge automotive industry will depend on an effective and affordable insurance framework.<\/p>\n<p>Once again, insurance will be the enabler that helps the vehicle market to grow.<\/p>\n<p>So millions more people can enjoy the benefits of motoring.<\/p>\n<p>So we can reduce congestion and harmful vehicle emissions.<\/p>\n<p>And so we can look forward to significantly safer road conditions.<\/p>\n<p>There\u2019s still a long way to go.<\/p>\n<p>And there\u2019s much about the technology we don\u2019t yet know .<\/p>\n<p>But I can promise you that we will continue to work closely with you.<\/p>\n<p>To secure a motor insurance framework that is fit for the future.<\/p>\n<p>Not just for consumers.<\/p>\n<p>And for the car industry.<\/p>\n<p>But for you and your businesses too.<\/p>\n<p>Thank
