{"id":87126,"date":"2017-12-07T15:05:56","date_gmt":"2017-12-07T15:05:56","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=631d047566ee9d26ab825cb76cb31b87"},"modified":"2017-12-07T15:05:56","modified_gmt":"2017-12-07T15:05:56","slug":"news-story-preparing-for-adult-funding-devolution","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=87126","title":{"rendered":"News story: Preparing for adult funding devolution"},"content":{"rendered":"<div class=\"govspeak\">\n<p>Mayoral Combined Authorities (<abbr title=\"Mayoral Combined Authorities\">MCAs<\/abbr>) and the Greater London Authority (<abbr title=\"Greater London Authority\">GLA<\/abbr>) will take on more responsibility to deliver quality adult education in their local areas from 2019 to 2020 when adult funding is devolved, subject to agreed readiness conditions.<\/p>\n<p>A transitional year for <abbr title=\"Mayoral Combined Authorities\">MCAs<\/abbr> will be created for the 2018 to 2019 academic year to give authorities time to learn the skills for success, strengthen their relationships with providers and test out mechanisms before Adult Education Budget (<abbr title=\"Adult Education Budget\">AEB<\/abbr>) devolution comes fully into force.<\/p>\n<p>There will be a significant step towards devolution, in the transitional year, giving <abbr title=\"Mayoral Combined Authorities\">MCAs<\/abbr> (covering Greater Manchester, West Midlands, Tees Valley, West of England, Cambridgeshire and Peterborough and Liverpool City Region) a greater role in shaping local area provision, to ensure a smooth transition and the continued protection of learners.<\/p>\n<p>During the transitional year, the Education and Skills Funding Agency (<abbr title=\"Education and Skills Funding Agency\">ESFA<\/abbr>) will continue to manage the <abbr title=\"Adult Education Budget\">AEB<\/abbr> budget nationally, and will be responsible for calculating <abbr title=\"Adult Education Budget\">AEB<\/abbr> allocations and notifying all providers.<\/p>\n<p>The Department for Education is supporting authorities as they build sustainable relationships with providers and will continue to work with them to align national and local policy on adult education.<\/p>\n<p>These changes were outlined in the <a href=\"https:\/\/www.gov.uk\/government\/publications\/sfa-changes-to-the-adult-education-budget-for-2016-to-2017\">Adult Education Budget Changing Context and Arrangements for 2016 to 2017<\/a> and the <a href=\"https:\/\/www.gov.uk\/government\/publications\/industrial-strategy-building-a-britain-fit-for-the-future\">Industrial Strategy<\/a>.
