{"id":87291,"date":"2017-12-13T20:19:45","date_gmt":"2017-12-13T20:19:45","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=b959b6f3f262fc6e0863fcb08ca5cb45"},"modified":"2017-12-13T20:19:45","modified_gmt":"2017-12-13T20:19:45","slug":"press-release-phe-gets-permission-for-public-health-science-campus-and-hq","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=87291","title":{"rendered":"Press release: PHE gets permission for public health science campus and HQ"},"content":{"rendered":"<div class=\"govspeak\">\n<p><abbr title=\"Public Health England\">PHE<\/abbr> has been given planning permission to create a world-leading public health science campus at Harlow in Essex.<\/p>\n<p>The landmark decision helps secure <abbr title=\"Public Health England\">PHE<\/abbr>\u2019s role as a global leader in applying cutting-edge science to protect and improve the public\u2019s health for the next generation through the creation of a \u2018state-of-the-art\u2019 centre of national and international scientific expertise.<\/p>\n<p><abbr title=\"Public Health England\">PHE<\/abbr> Harlow, as the site will be known, is expected to employ up to 2,750 people by 2024, with scope for further expansion.<\/p>\n<p>The campus is critical to the future of <abbr title=\"Public Health England\">PHE<\/abbr>, ensuring we will be able to use the latest scientific advances to deliver our world-leading science and evidence for issues such as smoking, alcohol, diabetes, dementia, infectious diseases, environmental hazards and climate change nationally and internationally.<\/p>\n<p><abbr title=\"Public Health England\">PHE<\/abbr> was given the go-ahead to create the campus at a meeting of Harlow District Council\u2019s Development Management Committee today (13 December 2017). Approval is for outline planning with more detailed applications to follow for elements including an arrivals area and car parking. It follows government approval of \u00a3400 million capital support for the scheme.<\/p>\n<p>The campus will allow <abbr title=\"Public Health England\">PHE<\/abbr> to fully embrace the new technologies of whole genome sequencing, public health interventions and \u2018big data\u2019 and transform the delivery of public health science for many years to come.<\/p>\n<p>It means that <abbr title=\"Public Health England\">PHE<\/abbr> will relocate from facilities at Porton in Wiltshire, Colindale in north London, as well as its central London headquarters to a single centre of excellence for public health research, health improvement and protection. <abbr title=\"Public Health England\">PHE<\/abbr> Harlow will support <abbr title=\"Public Health England\">PHE<\/abbr>\u2019s teams that cover the whole country and its work around the world.<\/p>\n<p><abbr title=\"Public Health England\">PHE<\/abbr> Harlow will be built at a site previously owned by GlaxoSmithKline at their New Frontiers Science Park on the Pinnacles Industrial Estate in Harlow.<\/p>\n<p>As well as providing a significant permanent economic and employment boost to the local economy, the campus will see thousands of construction-related jobs being created.<\/p>\n<p>The next step in 2018 will be the preparation of the site for the construction. Building work is expected to start in 2019 with phased occupation starting in 2021.<\/p>\n<p>Richard Gleave, <abbr title=\"Public Health England\">PHE<\/abbr> Deputy Chief Executive, said:<\/p>\n<blockquote>\n<p>This landmark decision is one of the most important not just for <abbr title=\"Public Health England\">PHE<\/abbr> but also for the nation\u2019s health. It allows us to build on the incredible work we already do to deliver some of the best public health science in the world.<\/p>\n<p><abbr title=\"Public Health England\">PHE<\/abbr> Harlow will be a world-leading national and international resource and this approval could not come at a better time. Every year we face new challenges both at home and abroad and the public should rest assured that this decision will see us even better prepared to tackle these head on.<\/p>\n<p class=\"last-child\">The site is within the \u2018London Cambridge corridor\u2019 \u2013 one of the leading life sciences research zones in Europe &#8211; and provides opportunities for <abbr title=\"Public Health England\">PHE<\/abbr> to collaborate with commercial, academic and public sector partners.<\/p>\n<\/blockquote>\n<p>Steve Brine MP, Minister for Public Health, said:<\/p>\n<blockquote>\n<p class=\"last-child\">We\u2019re now one step closer to achieving our vision of a campus that sets the world-standard for public health science. This is a significant step not only for <abbr title=\"Public Health England\">PHE<\/abbr> but for public health nationally and internationally.<\/p>\n<\/blockquote>\n<p>Councillor Jon Clempner, Leader of Harlow Council, said:<\/p>\n<blockquote>\n<p>This decision signals a key moment in building Harlow\u2019s tomorrow. <abbr title=\"Public Health England\">PHE<\/abbr>\u2019s move is part of the regeneration of Harlow &#8211; making it a better place to live, work and visit. This development and investment in our town, and the investment which will follow, will play a major part in Harlow\u2019s bright future.<\/p>\n<p class=\"last-child\">New jobs and opportunities for local people and local businesses will be created and Harlow will be placed on the world map. Together, we are committed to ensuring that local people and local businesses take the opportunities the public health science campus will bring to Harlow.<\/p>\n<\/blockquote>\n<p>View the <a rel=\"external\" href=\"https:\/\/planningonline.harlow.gov.uk\/online-applications\/applicationDetails.do?activeTab=summary&amp;keyVal=OUDJO7HX01700\">full application<\/a> online.<\/p>\n<h2 id=\"background\">Background<\/h2>\n<ol>\n<li>\n<p><abbr title=\"Public Health England\">PHE<\/abbr> submitted an outline business case to government in July 2014. An interim decision was taken in September 2015 to move the majority of <abbr title=\"Public Health England\">PHE<\/abbr> functions from Porton to Harlow. In November 2015, the government supported a further proposal to move <abbr title=\"Public Health England\">PHE<\/abbr> science facilities at Colindale to Harlow to create a single integrated campus. It has committed \u00a3400 million capital investment for the project.<\/p>\n<\/li>\n<li>\n<p>It is hoped the public health science campus will be fully operational by 2024, with the first building work expected to start in 2019 and a phased occupation from 2021.<\/p>\n<\/li>\n<li>\n<p>The planning application, consisting of 3,000 pages and nearly 300 drawings and images, was submitted in August following extensive consultation with stakeholders and the local community.<\/p>\n<\/li>\n<li>\n<p>The application also includes a travel and visitor plan which outlines car parking provision and sets out sustainable travel and transport plans for the site. These include shuttle buses to and from Harlow Town railway station as well as car-share and cycle-to-work schemes.<\/p>\n<\/li>\n<li>\n<p><abbr title=\"Public Health England\">PHE<\/abbr> is committed to being a good neighbour. The planning application outlines <abbr title=\"Public Health England\">PHE<\/abbr>\u2019s longer term commitments to Harlow, through investment in highways and public transport, early years childcare and contribution to Harlow\u2019s important history of public art and sculpture.<\/p>\n<\/li>\n<li>\n<p>Planning approval has been given subject to a Section 106 agreement being signed by <abbr title=\"Public Health England\">PHE<\/abbr> and Harlow District Council. This agreement is expected to be signed in the next few weeks.<\/p>\n<\/li>\n<li>\n<p>Whole genome sequencing is the mapping out of a person\u2019s unique <abbr title=\"Deoxyribonucleic acid\">DNA<\/abbr> and enables more accurate, sophisticated and cost-effective genetic testing.<\/p>\n<\/li>\n<li>\n<p><a href=\"https:\/\/www.gov.uk\/phe\">Public Health England<\/a> exists to protect and improve the nation\u2019s health and wellbeing, and reduce health inequalities.
