{"id":88816,"date":"2018-02-07T16:18:18","date_gmt":"2018-02-07T16:18:18","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=fca4c91fe1792eb83ee031043aee7eca"},"modified":"2018-02-07T16:18:18","modified_gmt":"2018-02-07T16:18:18","slug":"news-story-government-introduces-haulage-permits-and-trailer-registration-bill","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=88816","title":{"rendered":"News story: Government introduces Haulage Permits and Trailer Registration Bill"},"content":{"rendered":"<div class=\"govspeak\">\n<p>The government has today (7 February 2018) introduced legislation on cross-border haulage as the <abbr title=\"United Kingdom\">UK<\/abbr> continues its preparations for life outside the <abbr title=\"European Union\">EU<\/abbr>.<\/p>\n<p>The <abbr title=\"United Kingdom\">UK<\/abbr>\u2019s overall aim in the negotiations with the <abbr title=\"European Union\">EU<\/abbr> is to maintain and develop the existing liberalised access for commercial haulage, as part of the wider future partnership.<\/p>\n<p>It is possible that the future deal with the <abbr title=\"European Union\">EU<\/abbr> could require a form of permitting system and the government will need to have legal frameworks in place to introduce a new administrative system if required.<\/p>\n<p>The Haulage Permits and Trailer Registration Bill, which was introduced by Baroness Sugg in the House of Lords, gives the government this flexibility.<\/p>\n<p>This is part of wider government preparations to ensure the <abbr title=\"United Kingdom\">UK<\/abbr> can deliver a smooth and orderly Brexit, as we move from our current membership of the <abbr title=\"European Union\">EU<\/abbr> to our future partnership.  This bill gives the <abbr title=\"United Kingdom\">UK<\/abbr> the powers we need to support <abbr title=\"United Kingdom\">UK<\/abbr> hauliers to continue operating internationally after the <abbr title=\"United Kingdom\">UK<\/abbr> leaves the <abbr title=\"European Union\">EU<\/abbr>.<\/p>\n<p>Chris Grayling, Transport Secretary said:<\/p>\n<blockquote>\n<p>Our road haulage industry is right at the heart of the \u00a3110 billion of trade that takes place between the <abbr title=\"United Kingdom\">UK<\/abbr> and <abbr title=\"European Union\">EU<\/abbr> every year.<\/p>\n<p>We believe reaching an agreement to continue the liberal access enjoyed by both sides is in everyone\u2019s interests and remain confident we will do so.<\/p>\n<p class=\"last-child\">But I also understand that hauliers are planning for the years ahead and want to have certainty that any future deal can be implemented smoothly \u2013 so this Bill ensures we have plans in place if the deal requires a permitting system.<\/p>\n<\/blockquote>\n<p>Key elements of the bill include:<\/p>\n<ul>\n<li>arrangements to enable a permit scheme if required as part of a deal with the <abbr title=\"European Union\">EU<\/abbr> \u2013 ensuring <abbr title=\"United Kingdom\">UK<\/abbr> hauliers can obtain the necessary paperwork to provide services to and from <abbr title=\"European Union\">EU<\/abbr> countries<\/li>\n<li>the establishment of a trailer registration scheme in line with the 1968 Vienna Convention &#8211; this will ensure <abbr title=\"United Kingdom\">UK<\/abbr> operators driving on the continent can comply with the requirements of those <abbr title=\"European Union\">EU<\/abbr> countries which require the registration of all trailers travelling on their roads<\/li>\n<\/ul>\n<p>Some European countries have agreements with third countries which require a permit as a condition for hauliers to operate across borders. The bill will ensure we are prepared to manage the issuing of permits should this be needed as part of post exit arrangements.<\/p>\n<p>Through a separate parliamentary process to the bill, the <abbr title=\"United Kingdom\">UK<\/abbr> intends to ratify the 1968 Vienna Convention on Road Traffic. The convention was introduced by the United Nations to build on earlier conventions that enable international road travel and increase safety by establishing common traffic rules.<\/p>\n<p>Under the convention\u2019s terms, access to foreign roads is only guaranteed for registered motor vehicles and trailers. The bill will therefore enable the <abbr title=\"United Kingdom\">UK<\/abbr> to introduce and enforce an international trailer registration system. Mandatory registration will apply primarily to commercial trailers travelling internationally.<\/p>\n<p>The <abbr title=\"United Kingdom\">UK<\/abbr> already conforms to the majority of aspects in the convention through the Highway Code.
