{"id":89625,"date":"2018-03-06T10:08:01","date_gmt":"2018-03-06T10:08:01","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=72f76093e1db94f5fc2617bcc2ba9f58"},"modified":"2018-03-06T10:08:01","modified_gmt":"2018-03-06T10:08:01","slug":"news-story-government-to-review-driving-laws-in-preparation-for-self-driving-vehicles","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=89625","title":{"rendered":"News story: Government to review driving laws in preparation for self-driving vehicles"},"content":{"rendered":"<div class=\"govspeak\">\n<p>The government has commissioned a detailed review of driving laws to ensure the <abbr title=\"United Kingdom\">UK<\/abbr> remains one of the best places in the world to develop, test and drive self-driving vehicles.<\/p>\n<p>Roads Minister Jesse Norman today (6 March 2018) announced the start of a 3-year review by the Law Commission of England and Wales and the Scottish Law Commission to examine any legal obstacles to the widespread introduction of self-driving vehicles and highlight the need for regulatory reforms.<\/p>\n<p>The work will be crucial in examining how current driving laws \u2013 designed with traditional motoring in mind \u2013 can support the next generation of vehicles.<\/p>\n<p>Key aspects will be adjusting traditional laws to reflect the fact self-driving vehicles of the future will not have a \u2018driver\u2019 or perhaps even a \u2018steering wheel\u2019 like traditional cars and also consider some of the criminal offences involved.<\/p>\n<p>The review is part of the Future of Mobility Grand Challenge set out in the government\u2019s <a href=\"https:\/\/www.gov.uk\/government\/topical-events\/the-uks-industrial-strategy\">Industrial Strategy<\/a>.<\/p>\n<p>Roads Minister, Jesse Norman said:<\/p>\n<blockquote>\n<p>The <abbr title=\"United Kingdom\">UK<\/abbr> is a world leader for self-driving vehicle research and development, and this work marks an important milestone in our continued commitment to the technology.<\/p>\n<p class=\"last-child\">With driving technology advancing at an unprecedented rate, it is important that our laws and regulations keep pace so that the <abbr title=\"United Kingdom\">UK<\/abbr> can remain one of the world leaders in this field.<\/p>\n<\/blockquote>\n<p>The Law Commissions\u2019 joint project will examine difficult areas of law in order to develop a regulatory framework that is ready for self-driving vehicles.<\/p>\n<p>The project will review and answer key questions, such as:<\/p>\n<ul>\n<li>who is the \u2018driver\u2019 or responsible person, as appropriate<\/li>\n<li>how to allocate civil and criminal responsibility where there is some shared control in a human-machine interface<\/li>\n<li>the role of automated vehicles within public transport networks and emerging platforms for on-demand passenger transport, car sharing and new business models providing mobility as a service<\/li>\n<li>whether there is a need for new criminal offences to deal with novel types of conduct and interference<\/li>\n<li>what is the impact on other road users and how they can be protected from risk<\/li>\n<\/ul>\n<p>Law Commissioner Nicholas Paines <abbr title=\"Queen's Counsel\">QC<\/abbr> said:<\/p>\n<blockquote>\n<p>British roads are already among the safest in the world and automated vehicles have the potential to make them even safer. Provided our laws are ready for them.<\/p>\n<p class=\"last-child\">We\u2019ll now start consulting widely on how the law should work with this new technology and develop reforms which enable the use of self-driving vehicles in the years to come.<\/p>\n<\/blockquote>\n<p>Scottish Law Commissioner Caroline Drummond said:<\/p>\n<blockquote>\n<p class=\"last-child\">Automated vehicles could have a big impact on the way we live and work so it\u2019s important that, <abbr title=\"United Kingdom\">UK<\/abbr>-wide, we have a legal system which can accommodate them.<\/p>\n<\/blockquote>\n<p>Jesse Norman announced the review during a visit to the GATEway project in Greenwich. The project, which is led by the <abbr title=\"United Kingdom\">UK<\/abbr>\u2019s <abbr title=\"Transport Research Laboratory\">TRL<\/abbr>, has worked on a number of innovative trials and demonstrations, including an autonomous delivery pod with Ocado and an automated valet parking trial.<\/p>\n<p>Rob Wallis, <abbr title=\"Chief Executive Officer\">CEO<\/abbr> of <abbr title=\"Transport Research Laboratory\">TRL<\/abbr> said:<\/p>\n<blockquote>\n<p>We are seeing a global revolution in transport, transforming how we will travel in the future. Connectivity, electrification, automation and shared mobility are the 4 main themes driving this innovation.<\/p>\n<p class=\"last-child\">Regulation, safety standards and vehicle insurance models all have a key part to play in enabling change, whilst giving society confidence that these new products and services can be introduced safely.
