{"id":92023,"date":"2018-05-17T12:50:00","date_gmt":"2018-05-17T12:50:00","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=606d98968fdc8f08eeb5efa97b19d7f9"},"modified":"2018-05-17T12:50:00","modified_gmt":"2018-05-17T12:50:00","slug":"press-release-government-commits-to-major-building-safety-reforms","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=92023","title":{"rendered":"Press release: Government commits to major building safety reforms"},"content":{"rendered":"<div class=\"govspeak\">\n<div class=\"call-to-action\">\n<ul>\n<li>Government will lead fundamental reform of the system, with strong sanctions for those who fail to comply.<\/li>\n<li>Government has listened to concerns and will consult on banning the use of combustible materials in cladding systems on high-rise residential buildings<\/li>\n<\/ul>\n<\/div>\n<p>The government has today (17 May 2018) welcomed Dame Judith Hackitt\u2019s <a href=\"https:\/\/www.gov.uk\/government\/publications\/independent-review-of-building-regulations-and-fire-safety-final-report\">Independent Review of Building Regulations and Fire Safety<\/a>, and has made a series of commitments to make sure people living in high-rise buildings are safe.<\/p>\n<p>The government has committed to:<\/p>\n<ul>\n<li>launching a consultation on banning the use of combustible materials in cladding systems on high-rise residential buildings<\/li>\n<li>banning desktop studies if the <a href=\"https:\/\/www.gov.uk\/government\/consultations\/approved-document-b-fire-safety-amendments-to-statutory-guidance-on-assessments-in-lieu-of-tests\">current consultation<\/a> \u2013 which closes on 25 May \u2013 does not demonstrate that they can be safely used<\/li>\n<li>ensuring residents have a better mechanism for blowing the whistle on landlords who do not maintain safe buildings<\/li>\n<li>changing the law to achieve meaningful and lasting reform of the building regulatory system, with strong sanctions for those who fail to comply<\/li>\n<li>inviting views to inform how the government could implement major reform of the regulatory system<\/li>\n<li>restructuring building regulations fire safety guidance to ensure it is clear<\/li>\n<\/ul>\n<p>This is in addition to the <a href=\"https:\/\/www.gov.uk\/government\/news\/government-announces-it-will-fully-fund-unsafe-cladding-removal-in-social-housing\">\u00a3400 million of funding<\/a> announced by the Prime Minister yesterday to fully fund local authorities and housing associations with the removal and replacement of aluminium composite material (ACM) cladding, the type used on Grenfell Tower, on social housing buildings above 18 metres.<\/p>\n<p>Secretary of State for Housing, Rt Hon James Brokenshire MP, said:<\/p>\n<blockquote>\n<p>It has been deeply moving to hear directly from the Grenfell Tower survivors and community in my first few weeks as Secretary of State.<\/p>\n<p>This was a terrible tragedy that should never have happened. I welcome Dame Judith Hackitt\u2019s comprehensive report and her calls for fundamental reform in the building sector. I am committed to making that happen as quickly as possible.<\/p>\n<p>The cladding believed to be on Grenfell Tower was unlawful under existing building regulations. It should not have been used.<\/p>\n<p>I will ensure there is no room for doubt over what materials can be used safely. Having listened carefully to concerns, I will consult on banning the use of combustible materials in cladding systems on high-rise residential buildings.<\/p>\n<p class=\"last-child\">We must ensure the tragedy at Grenfell brings change and I call on the industry to work with me to achieve the urgent reform needed.<\/p>\n<\/blockquote>\n<div class=\"call-to-action\">\n<p><a href=\"https:\/\/www.gov.uk\/government\/speeches\/statement-on-the-hackitt-review\">Read the Secretary of State\u2019s statement to Parliament on the Hackitt review<\/a><\/p>\n<\/div>\n<p>The government is already acting on Dame Judith\u2019s interim recommendations by consulting on restricting or banning the use of \u2018desktop studies\u2019 as a way of assessing the fire performance of external cladding systems.<\/p>\n<p>Dame Judith Hackitt\u2019s review was commissioned in the wake of the Grenfell Tower tragedy and has concluded that significant systemic reform is needed spanning every aspect of the \u2018life\u2019 of a high-rise building \u2013 from design to construction to ownership and on-going management.<\/p>\n<p>The review has found that regulations and guidance are misunderstood, and oversight and enforcement are inadequate. The recommendations set out a new regulatory system.
