It was produced by the University of Kent, the London School of Economics, and LG Futures.<\/p>\n<p>The research was commissioned to:<\/p>\n<ul>\n<li>look at changes in the mix of services local authorities provide to their residents with care needs<\/li>\n<li>reflect improvements in data collection and statistical methods<\/li>\n<\/ul>\n<p>The research proposes a new formula to be used within the local government finance settlement.<\/p>\n<p>It will be considered as part of the government\u2019s <a rel=\"external\" href=\"https:\/\/www.local.gov.uk\/topics\/finance-and-business-rates\/business-rates-retention\">review of local authorities\u2019 relative needs and resources, which is led by the Ministry of Housing, Communities and Local Government<\/a>.<\/p>\n<p>The research includes separate formulae for dividing budgets for 4 specific aspects of the Care Act.
