As I remind my French colleagues at every opportunity, year in year out we import more of your things than we export &#8211; but unfortunately the tradition of Universit\u00e9s d\u2019\u00e9t\u00e9 has not yet crossed the Channel.<\/p>\n<p>May I first express my sincere thanks to Geoffroy Roux de Bezieux for the privilege of this invitation, and for all that he and his superb team at MEDEF have been doing to facilitate dialogue between the French and British business communities at this important time in our relations.<\/p>\n<h3 id=\"shared-history-and-values\">Shared History and Values<\/h3>\n<p>Ladies and Gentlemen, relations between the UK and France today are unprecedented in their breadth and strength. More than 150,000 British citizens live in France, and at least 165,000 French citizens live in the UK.<\/p>\n<p>We share deep cultural ties and a history so long that it stretches back even beyond than Julius Caesar\u2019s first invasion of Britain in 55BC. Something confirmed by any reader of Asterix.<\/p>\n<p>A mere 23 miles of sea \u2013 pardonnez-moi, trente-trois kilom\u00e8tres \u2013 separate us.<\/p>\n<p>You are our gateway to Europe on what we like to refer to as the \u2018continent\u2019.<\/p>\n<p>And yes \u2013 for all our differences \u2013 the truest of friends.<\/p>\n<p>We share almost 80 billion Euros in trade, and investment across the channel supports more than half a million jobs in both countries.<\/p>\n<p>The mercantilist system of rivalry and conflict that once characterised relationships in Europe is now long in the past.<\/p>\n<p>Trade liberalisation has been key to the peace, stability and prosperity that we have enjoyed in Western Europe in recent decades.<\/p>\n<p>And it is an agenda France and the UK have worked together to promote.<\/p>\n<p>It is through this system that France continues to enjoy a big trade surplus in goods with the UK. In fact, it is currently France\u2019s biggest trade surplus with any EU country &#8211; in the region of 6 billion Euros annually.<\/p>\n<p>We share common values. Indeed the Rights of Man penned by the revolutionaries of 1789 are France\u2019s gift to Western Civilisation.<\/p>\n<p>And today respect for human dignity, human rights, freedom, democracy and equality are treasured not only by us, but around the world.<\/p>\n<p>Together we have played in different ways a key role in developing modern democracies, with our method today somewhat more evolutionary than revolutionary.<\/p>\n<p>As permanent members of the United Nations Security Council, we collaborate daily on international issues.<\/p>\n<p>And my country\u2019s defence cooperation with France is exceptionally close, with our countries being the only European powers able to deploy and sustain significant military force overseas.<\/p>\n<p>And we are able to do so jointly.<\/p>\n<p>Time and again we find ourselves on the same side of the argument across international issues: on Iran, on trade, on climate change and the Paris Accords, in response to the horrifying acts of terrorism like the ones seen in Paris and Nice.<\/p>\n<p>And in response to Russia\u2019s use of chemical weapons for another assassination attempt on British soil we greatly appreciated the solidarity that France showed by expelling four Russian diplomats.<\/p>\n<p>Today in the Sahel, 3 RAF Chinook helicopters are now deployed alongside their French comrades, providing powerful support to the French operation fighting the terrorist threat on the ground.<\/p>\n<p>And it is from this unique position of closeness that we stand as neighbours and allies amid great global change.<\/p>\n<p>And I believe that this is a time when Europe, and by there I mean Europe inside the EU and Europe outside the EU, needs to pull together to embrace the spirit of unity and cooperation that has been the cause of our success for more than half a century.<\/p>\n<p>Because the foundations of the world order that we forged, that we worked together to build in the aftermath of war are creaking:<\/p>\n<p>Economic power is diffusing away from Europe and America.<\/p>\n<p>Military power is shifting in its wake.<\/p>\n<p>The spectre of nuclear proliferation has reared its head again.<\/p>\n<p>The threats of climate change are becoming ever more real.<\/p>\n<p>And migration is putting strains on state services and social cohesion.<\/p>\n<p>Breaches of international norms are becoming more frequent and are going unchallenged.<\/p>\n<p>The truth is the march of democracy and liberalism has lost pace, in and some places has reversed.<\/p>\n<p>Even in Europe, dark political forces, long banished to the very fringes of society and the ashes of history, are now re-emerging \u2013 feeding on the reality of resentment over inequality, stalling standards of living and rapid social change.<\/p>\n<p>So this is the time to pull together;<\/p>\n<p>To work together to solve these common problems;<\/p>\n<p>To reinforce the liberal democratic world order that has nurtured our interests for so long;<\/p>\n<p>To show unity in the face of division, resolution in the face of doubt and cooperation in the face of competition.<\/p>\n<p>As we have done together for more than a hundred years.<\/p>\n<p>Barely a month goes by when the UK and France do not commemorate the sacrifices that we have made for the peace and liberty of our continent.<\/p>\n<p>This November, we will mark 100 years since the end of the Great War.<\/p>\n<p>Next year we will mark the 75th anniversary of D Day when over sixty thousand British troops landed on the beaches of Normandy to help liberate Europe from tyranny.<\/p>\n<p>And our commitment today is as steadfast as it was then.<\/p>\n<p>The UK today accounts for around 27% of defence spending by EU Member States and for us the security of Europe is the security of the UK.<\/p>\n<p>My government has been clear throughout our discussions with our European partners on our future relationship: we want a deep and special partnership with the EU. We are and we shall remain a proud European nation committed to European values, European security and European trade.<\/p>\n<p>My country\u2019s vote to leave the institutions of the European Union was a vote to have greater control of our national destiny.<\/p>\n<p>We have always had a complicated relationship with the EU, both before our membership and during.<\/p>\n<p>And this reflects our particular history and institutions, especially the role of our Parliament in our national life and our historic links with other partners across the globe.<\/p>\n<p>Those historic trading relationships were a key reason why we hesitated to join the early predecessors of the EU in the first place.<\/p>\n<p>For us, for the British people, the EU is a political and economic institution and not synonymous with \u2018Europe\u2019.<\/p>\n<p>I emphasise again: our referendum was not a vote to abandon the unity, cooperation and trade with our European friends that has served us so well.<\/p>\n<p>And we intend looking forward to remain faithful to the shared European values that underpin this cooperation. An unswerving commitment to the rule of law, human rights and democratic institutions will always be the foundation of our partnership.<\/p>\n<p>So today, I want to discuss the UK\u2019s proposed model for our future relationship with the EU and to make an appeal that, in considering how to respond to our proposal for a broad and ambitious partnership, the EU also take into full account the geopolitical context \u2013 and potential implications \u2013 of that decision.<\/p>\n<h3 id=\"our-future-relationship\">Our future relationship<\/h3>\n<p>Let me first emphasise this: the UK has made a strategic choice.<\/p>\n<p>In deciding what kind of relationship we want with the EU after Exit, we have resolutely strived for a deal that keeps us as close to our European allies and trading partners as possible, whilst at the same time respecting the result of the referendum.<\/p>\n<p>A deal that preserves the links we have.<\/p>\n<p>That keeps us standing together as economic and political partners.<\/p>\n<p>We are totally committed to a partnership that will endure for the long-term, and that will keep our people safe and prosperous.<\/p>\n<p>Now this approach should not be taken for granted. There are those in the UK who wanted a looser relationship.<\/p>\n<p>Who wanted to cast off all the links that we had built and start again from scratch.<\/p>\n<p>Who wanted to cut off regulatory ties to the EU entirely.<\/p>\n<p>Who on trade wanted Britain to face away from Europe.<\/p>\n<p>Our government has been clear that in order to sustain our partnership, we will need to find compromises and a new balance of rights and obligations.<\/p>\n<p>But there are certain issues that are non-negotiable. Any solution must respect the result of the referendum. One where people voted more than at any other UK election.<\/p>\n<p>We must have the freedom to be able to negotiate free trade agreements with other trade partners around the globe and to determine our own immigration policy.<\/p>\n<p>And any solution must respect the constitutional and economic integrity of the UK, while avoiding any hard border between Northern Ireland and Ireland.<\/p>\n<p>That is why the text put forward by the European Commission is impossible for us to accept, or for our Parliament to support.<\/p>\n<p>Indeed, the House of Commons rejected amendments to our EU Withdrawal Bill aimed at keeping us within the customs union or the EEA.<\/p>\n<p>Because membership of the EEA would entail continuing to accept freedom of movement and remaining in the customs union would undermine our ability to sign FTAs with other countries.<\/p>\n<p>Such outcomes would simply not be consistent with our referendum result.<\/p>\n<p>And the problem with a Canada-style Free Trade Agreement would not enable us to deliver in full on our commitments to the people of Northern Ireland as set out in the December Joint Report.<\/p>\n<p>As neither of those outcomes works for the UK, last month the Cabinet agreed a new proposal for our future relationship.<\/p>\n<p>It\u2019s a proposal that addresses the issues that EU has raised about the vision set out by the Prime Minister at Mansion House and at Munich and that respects the legal autonomy of the EU as well as the sovereignty of the UK.<\/p>\n<p>Our proposed Facilitated Customs Arrangement does respect the referendum result.<\/p>\n<p>It helps businesses to import and export goods without friction; it respects the integrity of the customs union of the EU; and it would help to maintain the seamless border that has provided the basis for the deep economic and social cooperation that we see today on the island of Ireland.<\/p>\n<p>I don\u2019t pretend that these issues are easy to reconcile.<\/p>\n<p>We understand the Commission\u2019s concern to prevent issues like fraud. It is in our mutual interest to maintain the integrity of our respective markets.<\/p>\n<p>And we are eager to resolve these issues through the negotiations. There are no other credible solutions on the table, so we must strive to make this work.<\/p>\n<p>Similarly, our proposals for the future relationship have at their heart the need to avoid a hard border without compromising the EU\u2019s autonomy or the constitutional integrity of the UK.<\/p>\n<p>We remain focused on negotiating that future relationship alongside agreeing a legally operable backstop text as relates to the Irish border in parallel.<\/p>\n<p>Yet the Prime Minister has been clear that the proposal brought forward by the Commission in March is one no British Prime Minister \u2013 or indeed Parliament \u2013 could accept.<\/p>\n<p>That\u2019s not only because of the suggestion that it would impose a customs border within the United Kingdom \u2013 but also because its approach does not respect that set out in December\u2019s Joint Report.<\/p>\n<p>Much like the Good Friday Agreement, this is a delicate political balance.<\/p>\n<p>So as we take the process on the backstop forward, and we\u2019re determined to do so, we must keep in mind that approach. Respecting and preserving Northern Ireland\u2019s place in the UK\u2019s internal market; recognising the hugely important trade links both North-South and East-West and ensuring that any solution properly respects the identity, the ethos and the aspirations of both communities and traditions within Northern Ireland.<\/p>\n<p>At the same time, we should be clear, as both the Prime Minister and the Taoiseach have been, that meeting our commitments to the people of Northern Ireland. Avoiding a hard border, maintaining the conditions for North-South cooperation and upholding the Belfast Agreement are all best achieved through a deep and special future partnership with the EU, which would ensure that in practice the backstop is not required.<\/p>\n<p>And that is what our proposed free trade area for goods would do, by committing us to a common rulebook covering those things necessary to provide for frictionless trade at the border.  Whether that border is between Ireland and Northern Ireland or between Calais and Dover. I want to stress this point. This is not about cherrypicking, or avoir le beurre et l\u2019argent du beurre &#8211; et meme le sourire de la cremiere it is about finding a compromise that reconciles the fundamental interests of both the UK and EU. And it is not just in our interests.<\/p>\n<p>The EU is a net exporter of goods to the UK, so it is obviously beneficial to businesses here to keep trade frictionless.<\/p>\n<p>But we respect the EU\u2019s position and we are not seeking to undermine the integrity of the single market, which we are leaving.<\/p>\n<p>We will no longer have the rights of a Member State.<\/p>\n<p>Nor will we have the same market access or influence.<\/p>\n<p>We will have no British Commissioner, no UK MEPs, no UK Prime Minister around the European Council Table, no votes and no vetoes.<\/p>\n<p>But we will remain committed to sharing the same rules to ensure a frictionless border and fair competition.<\/p>\n<p>Our proposals would ensure a level playing field \u2013 with UK commitments on areas like state aid, environmental standards, social and employment protections and other regulatory standards.<\/p>\n<p>We also propose a robust dispute resolution mechanism to allow for a means of redress if in the future the UK does not fulfil its obligations.<\/p>\n<p>We are clear that this new relationship requires a new balance of rights and obligations.<\/p>\n<p>I believe these commitments ensure that the UK cannot seek to gain a competitive advantage through unfair subsidies or reducing regulatory standards.<br \/>\nNow I will be frank with you. What was in the Chequers\u2019 package was a hard fought compromise that not everyone in the government agreed with, which is why we saw two (senior) Cabinet resignations. Yet the fact remains that the current Cabinet is fully signed up to the proposals in the Chequers White Paper.<\/p>\n<p>The White Paper represents a compromise that we are ultimately willing to make, not least because it enables us to avoid a border between Ireland and Northern Ireland, while still maintaining the constitutional and economic integrity of the United Kingdom.<\/p>\n<p>Our proposals mean that we can avoid the need for regulatory checks at the frontier, protect our highly integrated supply chains, and enable products to undergo only one set of approvals and authorisations.<br \/>\nIt goes without saying that these proposals also serve to protect businesses on both sides of the Channel.<\/p>\n<p>This is particularly important for the large number of small- and medium-sized enterprises, who form the bedrock of our economies and are a crucial source of innovation, employment and entrepreneurship.<\/p>\n<p>I understand that the EU is concerned that we could lower our standards to gain a competitive advantage.<\/p>\n<p>I believe these concerns are completely unfounded. Like France, we view economic growth, consumer and worker protection and sustainable development as going together hand in hand, not as trade-offs.<\/p>\n<p>We have a strong record as one of the leading countries for championing Clean Growth, which we have put at the heart of our Industrial Strategy.<\/p>\n<p>We\u2019ve already got some of the highest environmental standards in the world, and we expect there to be a reciprocal non-regression commitment in any agreement we strike.<\/p>\n<p>On services, we are seeking a looser relationship based on new arrangements, which we recognise means that the UK and EU will not have current levels of access to each other\u2019s markets.<\/p>\n<p>We are seeking to ensure high levels of cooperation continues in areas such as transport, energy, and financial services.<\/p>\n<p>The finance and insurance sectors also represent 22% of France\u2019s total trade with the UK.<\/p>\n<p>Our financial services sector is one of the most tightly supervised and regulated markets anywhere in the world.<br \/>\nGiven our painful experience of the 2008 Financial Crisis and the importance of financial stability, we are totally committed to maintaining global standards and it is in our interests that we do so.<\/p>\n<p>As regards for our future security partnership with Europe, we have made an unconditional commitment to maintain the high level of co-operation that we currently enjoy.<\/p>\n<p>We want to continue and build-on the practical co-operation around the number of tools and measures we have developed that support our combined operational capability, like the European Arrest Warrant.<\/p>\n<p>This is not simply a UK \u2018ask\u2019. In 2015-16, the UK made fewer than 250 requests for arrests in other Member States.<\/p>\n<p>In the same year, other Member States made almost 15,000 requests for arrest in the UK \u2013 nearly sixty times as many \u2013 and more of a thousand of which came from France.<\/p>\n<p>Though we will no longer be part of common policies, participation in key agencies such as Europol and Eurojust would allow us to share information effectively.<\/p>\n<p>So we want a set of proposals to maintain our close cooperation and reflects that fact that as the common threats we face evolve, so must our joint capabilities.<br \/>\nWe firmly believe that it is in our shared interests to do so.<\/p>\n<p>This is also one of the reasons why the UK regrets the lack of creativity in the Commission\u2019s approach to the Galileo satellite programme, which bolsters all of Europe\u2019s resilience, defence and economies, which are now dependent on space.<\/p>\n<p>The UK has invested heavily in Galileo \u2013 our experts and our finances \u2013 because we believe in it.<\/p>\n<p>But to justify maintaining our contribution, it is right that our access to the system, its information and contracts is also maintained.<br \/>\nThe UK needs to be involved in the ongoing design and build of the system.<\/p>\n<p>We need to understand its reliability and efficiency to help identify, monitor and address its vulnerabilities and develop its strengths.<\/p>\n<p>Just as MEDEF fights for French jobs, you should expect me to fight for British jobs \u2013 and I will continue to do so.<\/p>\n<p>But we can fight together for fair competition. There are many genuine security risks to Europe\u2019s space infrastructure.<\/p>\n<p>But I can promise you, the UK is not one.<\/p>\n<p>With or without Galileo, we will continue to invest our expertise in the defence and security of Europe, as we always have.<\/p>\n<p>We continue to see France as one of our closest allies to this end.<\/p>\n<h3 id=\"strategic-context-and-risks-of-failure\">Strategic context and risks of failure<\/h3>\n<p>So we have put forward a precise, responsible and credible basis for progressing the negotiations.<\/p>\n<p>With exactly seven months until the end of Article 50 process and less than two months ahead of the October European Council. We face the choice between the pragmatic proposals we are discussing now with the European Commission, or the risk of no deal.<\/p>\n<p>The alternative models do not meet the level of ambition or the outcome we all want to see delivered.<\/p>\n<p>So we need the EU to engage in negotiating the detail of our positive vision of the future relationship.<\/p>\n<p>We are confident that both sides can and will agree a deal. We have already agreed around 80% of the Withdrawal Agreement and are making further progress on the outstanding separation Issues.<\/p>\n<p>And we wholeheartedly believe that such a deal is in everyone\u2019s interests.<\/p>\n<p>It is not just important for the UK and the EU, it is important for Europe\u2019s place in the world and its relationships with its neighbours and partners more generally.<\/p>\n<p>I truly feel that we are at a fork in the road.<\/p>\n<p>There are trends on both sides of the channel, on both sides of the North Sea, and both sides of the Atlantic that could see us drift apart.<\/p>\n<p>In the heat of negotiations it is easy to forget that we and our European allies are on the same side.<\/p>\n<p>We all want a deal.<\/p>\n<p>But without compromise, pragmatism and appreciation of the wider context, there is a risk that we do not strike a deal before March 2019 and we end up leaving without one.<\/p>\n<p>This is not what either side wants or expects.<br \/>\nBut we have a duty to prepare.<\/p>\n<p>We need to have sensible, responsible and realistic conversations with our citizens, businesses, and others so that we can mitigate the risks.<\/p>\n<p>Some have argued that a good deal for the UK could undermine the EU project. But this is not a zero sum game.<\/p>\n<p>There is a good deal to be had for both sides.<\/p>\n<p>We must be able to build shared European approaches to address common challenges.<\/p>\n<p>The EU needs its relationships with its neighbours to be positive, constructive and based on common interests, not a kind of fortress that one is either inside or out.<\/p>\n<p>In an age where people are losing confidence that their political systems, I don\u2019t think it is in anybody\u2019s interest and certainly not those of the EU \u2013 to try to keep the British people in the EU against the wishes of the majority of them.<\/p>\n<p>And the short-term disruption to businesses caused by a No Deal Exit would only feed resentment, division and the radical political forces waiting in the wings.<\/p>\n<p>The other path leads to a reinvented, refreshed and reinvigorated relationship of unity, cooperation and trade. A new accommodation:<\/p>\n<p>In which the UK restores its sovereignty.<\/p>\n<p>In which the EU can pursue its project of ever-closer union without the UK resisting that trend.<\/p>\n<p>In which we reaffirm our shared commitment to cooperation, our common values and common prosperity.<\/p>\n<p>In which we can harness economic growth on other continents rather than try to shield ourselves from it.<\/p>\n<p>In which we stick up for our values.<\/p>\n<p>In which we defeat those who are seeking to splinter our alliances, benefit from our distraction and usurp the global order that we built together.<\/p>\n<p>I believe that we are &#8211; and we remain &#8211; indispensable partners in an unpredictable world. Now is the opportunity to renew, to cement that partnership in a different way so that we are equipped to face that turbulent future together.<\/p>\n<hr>\n<h2 id=\"french\">French translation<\/h2>\n<p><strong>Rt Hon. Le flux d\u2019investissements transmanche emploie plus d\u2019un million de personnes dans nos deux pays.<\/p>\n<p>Caract\u00e9ristique des anciennes relations en Europe, le syst\u00e8me mercantiliste bas\u00e9 sur la rivalit\u00e9 et le conflit n\u2019existe plus depuis longtemps.<\/p>\n<p>La lib\u00e9ralisation des \u00e9changes a jou\u00e9 un r\u00f4le d\u00e9terminant dans la paix, la stabilit\u00e9 et la prosp\u00e9rit\u00e9 qui r\u00e8gne en Europe de l\u2019Ouest depuis plusieurs d\u00e9cennies.<\/p>\n<p>Et la France et le Royaume-Uni ont travaill\u00e9 ensemble pour favoriser le d\u00e9veloppement de ce programme. \u00c0 travers ce syst\u00e8me, la France continue de b\u00e9n\u00e9ficier d\u2019un exc\u00e9dent commercial consid\u00e9rable gr\u00e2ce aux biens vendus au Royaume-Uni, qui, \u00e0 environ six milliards d\u2019euros par an, repr\u00e9sentent actuellement pour la France, l\u2019exc\u00e9dent commercial le plus important tous pays de l\u2019Union europ\u00e9enne confondus.<\/p>\n<p>Nous partageons des valeurs communes. H\u00e9rit\u00e9s des r\u00e9volutionnaires de 1789, les droits de l\u2019Homme sont notamment le cadeau de la France \u00e0 la civilisation occidentale.<\/p>\n<p>C\u2019est ainsi qu\u2019aujourd\u2019hui non seulement nos pays, mais le monde entier \u00e9galement, consid\u00e8rent le respect de la dignit\u00e9 humaine, les droits de l\u2019homme, la libert\u00e9, la d\u00e9mocratie et l\u2019\u00e9galit\u00e9 comme des attributs pr\u00e9cieux.<\/p>\n<p>Ensemble bien que diff\u00e9remment, nous avons jou\u00e9 un r\u00f4le d\u00e9terminant dans le d\u00e9veloppement de d\u00e9mocraties modernes, en adoptant aujourd\u2019hui, en ce qui nous concerne, une approche tant soit peu plus \u00e9volutionnaire que r\u00e9volutionnaire.<\/p>\n<p>En notre qualit\u00e9 de membres permanents du Conseil de s\u00e9curit\u00e9 des Nations Unies, nous collaborons jour apr\u00e8s jour pour traiter des probl\u00e9matiques internationales.<\/p>\n<p>Dans le domaine de la d\u00e9fense, la coop\u00e9ration de mon pays avec la France est extr\u00eamement rapproch\u00e9e. Nos pays sont les seules puissances europ\u00e9ennes capables de d\u00e9ployer durablement des forces arm\u00e9es consid\u00e9rables \u00e0 l\u2019\u00e9tranger.<\/p>\n<p>Et qui plus est, de le faire conjointement.<\/p>\n<p>Nous nous trouvons \u00e0 maintes reprises du m\u00eame c\u00f4t\u00e9 des arguments li\u00e9s aux probl\u00e9matiques internationales : \u00e0 propos de l\u2019Iran, de commerce, de changement climatique et sur les Accords de Paris dans notre r\u00e9ponse face aux horribles actes de terrorisme comme on l\u2019a vu \u00e0 Paris et \u00e0 Nice.<\/p>\n<p>Et lors d\u2019une autre tentative d\u2019assassinat russe \u00e0 base d\u2019armes chimiques sur le territoire britannique, nous avons largement appr\u00e9ci\u00e9 le t\u00e9moignage de solidarit\u00e9 par lequel la France a renvoy\u00e9 dans leur pays, quatre diplomates russes.<\/p>\n<p>Aujourd\u2019hui au Sahel, trois h\u00e9licopt\u00e8res Chinook de la RAF et leurs \u00e9quipages ont \u00e9t\u00e9 d\u00e9ploy\u00e9s aupr\u00e8s de leurs camarades fran\u00e7ais, pour fournir un soutien puissant aux op\u00e9rations fran\u00e7aises luttant contre la menace terroriste sur place.<\/p>\n<p>Et cette position unique de rapprochement nous donne les moyens de relever, en tant que voisins et d\u2019alli\u00e9s, les d\u00e9fis d\u2019une v\u00e9ritable transformation mondiale.<\/p>\n<p>Et je pense que le moment est venu pour que l\u2019Europe, et par cela je veux dire l\u2019Europe au sein de l\u2019Union europ\u00e9enne et l\u2019Europe en dehors de l\u2019Union europ\u00e9enne, d\u2019unir ses efforts de promouvoir l\u2019esprit d\u2019unit\u00e9 et de coop\u00e9ration auquel nous devons notre r\u00e9ussite depuis plus d\u2019un demi-si\u00e8cle.<\/p>\n<p>Notamment parce que les bases de l\u2019ordre mondial forg\u00e9es ensemble au lendemain de la guerre s\u2019affaiblissent :<\/p>\n<ul>\n<li>Le pouvoir \u00e9conomique s\u2019\u00e9loigne de l\u2019Europe et des \u00c9tats-Unis.<\/li>\n<li>Le pouvoir militaire change dans son sillage.<\/li>\n<li>Le spectre de la prolif\u00e9ration nucl\u00e9aire a refait surface.<\/li>\n<li>Les menaces du changement climatique sont de plus en plus concr\u00e8tes.<\/li>\n<li>Et les services publics et la coh\u00e9sion sociale subissent la pression de la migration forc\u00e9e.<\/li>\n<\/ul>\n<p>Les violations des normes internationales sont de plus en plus fr\u00e9quentes et ne font l\u2019objet d\u2019aucune r\u00e9sistance.<\/p>\n<p>La v\u00e9rit\u00e9 c\u2019est que les progr\u00e8s de la d\u00e9mocratie et du lib\u00e9ralisme ralentissent voire font machine arri\u00e8re \u00e0 certains endroits.<\/p>\n<p>M\u00eame en Europe, les forces politiques sinistres longtemps \u00e9cart\u00e9es de la soci\u00e9t\u00e9 et confin\u00e9es aux cendres de l\u2019histoire refont maintenant surface, se nourrissant de la r\u00e9alit\u00e9 de la ranc\u0153ur inspir\u00e9e par l\u2019in\u00e9galit\u00e9, la stagnation du niveau de vie et une \u00e9volution sociale acc\u00e9l\u00e9r\u00e9e.<\/p>\n<p>Le moment est donc venu d\u2019\u00eatre solidaires :<\/p>\n<ul>\n<li>De travailler, ensemble, pour r\u00e9soudre ces probl\u00e8mes communs.<\/li>\n<li>De renforcer l\u2019ordre mondial lib\u00e9ral, d\u00e9mocratique qui alimente nos int\u00e9r\u00eats depuis si longtemps.<br \/>\n*De faire preuve d\u2019unit\u00e9 face \u00e0 la division, de d\u00e9termination face au doute et de coop\u00e9rer face \u00e0 la concurrence.<\/li>\n<\/ul>\n<p>Tout comme nous le faisons ensemble depuis plus de cent ans.<\/p>\n<p>Il est rare qu\u2019un mois passe sans que le Royaume-Uni et la France comm\u00e9morent leurs sacrifices, faits au nom de la paix et de la libert\u00e9 de notre continent.<\/p>\n<p>En novembre, nous c\u00e9l\u00e8brerons le 100\u00e8me anniversaire de la fin de la Grande Guerre.<\/p>\n<p>L\u2019an prochain, nous marquerons le 75\u00e8me anniversaire des offensives du jour \u00ab J \u00bb, du d\u00e9barquement sur les plages de Normandie de plus de 60 000 soldats britanniques venus aider \u00e0 lib\u00e9rer l\u2019Europe de la tyrannie.<\/p>\n<p>Et aujourd\u2019hui, notre engagement est aussi ferme qu\u2019\u00e0 l\u2019\u00e9poque.<\/p>\n<p>Le Royaume-Uni compte aujourd\u2019hui pour environ 27% du budget de la d\u00e9pense par \u00c9tat membre de l\u2019UE et pour nous, la s\u00e9curit\u00e9 de l\u2019Europe et celle du Royaume-Uni sont indissociables l\u2019une de l\u2019autre.<\/p>\n<p>Mon gouvernement l\u2019a exprim\u00e9 sans \u00e9quivoque pendant toutes nos discussions avec nos partenaires europ\u00e9ens \u00e0 propos de notre future relation : nous cherchons un partenariat approfondi et sp\u00e9cial avec l\u2019UE. Nous sommes toujours une Nation europ\u00e9enne fi\u00e8re de l\u2019\u00eatre, engag\u00e9e vis-\u00e0-vis des valeurs europ\u00e9ennes, de la s\u00e9curit\u00e9 de l\u2019Europe et du commerce europ\u00e9en.<\/p>\n<p>La d\u00e9cision vot\u00e9e par mon pays de quitter les institutions de l\u2019Union europ\u00e9enne, partait du souhait de fa\u00e7onner plus ind\u00e9pendamment le destin national de notre pays.<\/p>\n<p>Notre relation avec l\u2019Union europ\u00e9enne a toujours \u00e9t\u00e9 compliqu\u00e9e, \u00e0 la fois avant notre adh\u00e9sion comme apr\u00e8s et pendant.<\/p>\n<p>Et cette particularit\u00e9 refl\u00e8te notre histoire, nos institutions particuli\u00e8res et surtout, le r\u00f4le de notre Parlement dans la vie du pays et nos liens historiques avec nos partenaires internationaux.<\/p>\n<p>Ces relations commerciales historiques font partie des principales raisons pour lesquelles nous avons, au d\u00e9part, h\u00e9sit\u00e9 \u00e0 rejoindre les premiers membres de l\u2019Union europ\u00e9enne.<\/p>\n<p>Pour nous, le peuple britannique, l\u2019UE est une institution politique et \u00e9conomique. Elle n\u2019est pas synonyme d\u2019\u00ab Europe \u00bb.<\/p>\n<p>Je me permets \u00e0 nouveau d\u2019insister sur ce point. Notre r\u00e9f\u00e9rendum n\u2019\u00e9tait pas un vote pour ou contre l\u2019abandon de l\u2019unit\u00e9, de la coop\u00e9ration et des \u00e9changes avec nos amis europ\u00e9ens, qui nous ont \u00e9t\u00e9 tellement utiles.<\/p>\n<p>Et nous comptons rester fid\u00e8les aux valeurs europ\u00e9ennes partag\u00e9es qui \u00e9tayent cette coop\u00e9ration l\u2019engagement in\u00e9branlable vis-\u00e0-vis de l\u2019autorit\u00e9 de la loi, les droits de l\u2019Homme et les institutions d\u00e9mocratiques seront toujours les fondements de notre partenariat.<\/p>\n<p>Aujourd\u2019hui, j\u2019aimerais vous parler du mod\u00e8le de coop\u00e9ration future que propose le Royaume-Uni et demander qu\u2019en r\u00e9fl\u00e9chissant \u00e0 la mani\u00e8re de r\u00e9pondre \u00e0 notre proposition de partenariat \u00e0 la fois large et ambitieux, l\u2019Union europ\u00e9enne tienne compte pleinement du contexte g\u00e9opolitique et des cons\u00e9quences politiques possibles de sa d\u00e9cision.<\/p>\n<h3 id=\"notre-future-relation\">Notre future relation<\/h3>\n<p>Permettez-moi de commencer en pr\u00e9cisant ceci : le Royaume-Uni a fait un choix strat\u00e9gique.<\/p>\n<p>En d\u00e9cidant du type de relation souhait\u00e9e avec l\u2019Union europ\u00e9enne apr\u00e8s l\u2019avoir quitt\u00e9e, nous avons r\u00e9solument cherch\u00e9 un accord susceptible de nous permettre de rester aussi proches que possible de nos alli\u00e9s et partenaires commerciaux europ\u00e9ens, tout en respectant en m\u00eame temps le r\u00e9sultat du r\u00e9f\u00e9rendum.<\/p>\n<p>Un accord qui pr\u00e9serve nos liens.<\/p>\n<p>Par lequel nous restons c\u00f4te \u00e0 c\u00f4te, en tant que partenaires \u00e9conomiques et politiques.<\/p>\n<p>Nous sommes engag\u00e9s, \u00e0 100%, vis-\u00e0-vis d\u2019un partenariat p\u00e9renne, capable de garantir la s\u00e9curit\u00e9 et la prosp\u00e9rit\u00e9 de nos citoyens.<\/p>\n<p>Maintenant nous ne prenons pas pour acquise cette approche. Au Royaume-Uni, certains souhaitaient une relation plus libre.<\/p>\n<ul>\n<li>Ceux-l\u00e0 pr\u00f4nent l\u2019abandon des liens existants, un red\u00e9marrage \u00e0 z\u00e9ro.<\/li>\n<li>Le choix inconditionnel de chercher l\u2019ind\u00e9pendance r\u00e9glementaire.<\/li>\n<li>Et qui, en mati\u00e8re de commerce, voulait que le Royaume-Uni tourne le dos \u00e0 l\u2019Europe.<\/li>\n<\/ul>\n<p>Notre gouvernement l\u2019a exprim\u00e9 clairement. Nous devrons, afin d\u2019assurer la durabilit\u00e9 de notre partenariat, trouver des compromis, un nouvel \u00e9quilibre entre droits et obligations.<\/p>\n<p>Certaines probl\u00e9matiques n\u2019en sont pas moins non n\u00e9gociables. Toute solution doit respecter le r\u00e9sultat du r\u00e9f\u00e9rendum. Un r\u00e9f\u00e9rendum o\u00f9 les gens ont vot\u00e9 plus que toute autre \u00e9lection britannique.<\/p>\n<p>Nous devons \u00eatre libres de n\u00e9gocier des accords de libre-\u00e9change avec d\u2019autres partenaires du monde entier, de d\u00e9terminer notre propre politique d\u2019immigration.<\/p>\n<p>Par ailleurs, toute solution doit d\u2019une part respecter l\u2019int\u00e9grit\u00e9 constitutionnelle et \u00e9conomique du Royaume-Uni et de l\u2019autre, \u00e9viter toute fronti\u00e8re physique entre l\u2019Irlande du Nord et la R\u00e9publique d\u2019Irlande.<\/p>\n<p>C\u2019est pourquoi il nous est impossible d\u2019accepter ou de faire ratifier par notre Parlement, le texte propos\u00e9 par la Commission europ\u00e9enne.<\/p>\n<p>Qui plus est, la Chambre des communes a rejet\u00e9 les amendements de notre EU Withdrawal Bill, dont le but \u00e9tait de pr\u00e9server notre appartenance \u00e0 l\u2019union douani\u00e8re ou \u00e0 l\u2019EEE.<\/p>\n<p>Parce que l\u2019appartenance \u00e0 l\u2019EEE nous obligerait \u00e0 continuer d\u2019accepter la libert\u00e9 de circulation et rester membre de l\u2019union douani\u00e8re nuirait \u00e0 notre capacit\u00e9 de signer des ALE avec d\u2019autres pays.<\/p>\n<p>Ces aboutissements iraient tout simplement \u00e0 l\u2019encontre du r\u00e9sultat du r\u00e9f\u00e9rendum.<\/p>\n<p>D\u2019autre part, un Accord de libre-\u00e9change similaire \u00e0 celui avec le Canada ne nous permettrait pas de tenir int\u00e9gralement les promesses faites au peuple d\u2019Irlande du Nord dans le \u00ab rapport conjoint \u00bb de d\u00e9cembre.<\/p>\n<p>Dans la mesure o\u00f9 le Royaume-Uni n\u2019accepte aucun de ces aboutissements, le Cabinet a convenu le mois dernier d\u2019une nouvelle proposition de relation future.<\/p>\n<p>Cette proposition traite les probl\u00e9matiques soulev\u00e9es par l\u2019UE quant \u00e0 la vision formul\u00e9e par le Premier ministre \u00e0 Mansion House et \u00e0 Munich, qui respecte aussi bien l\u2019autonomie l\u00e9gale de l\u2019UE, que la souverainet\u00e9 du Royaume-Uni.<\/p>\n<p>Notre Facilitated Customs Arrangement ou all\u00e8gement des proc\u00e9dures douani\u00e8res en revanche, respecte le r\u00e9sultat du r\u00e9f\u00e9rendum il aide les entreprises \u00e0 importer et exporter des biens sans friction ; il respecte l\u2019int\u00e9grit\u00e9 de l\u2019union douani\u00e8re de l\u2019UE et contribuerait au maintien de la fronti\u00e8re sans couture, base de la coop\u00e9ration \u00e9conomique et sociale rapproch\u00e9e qui existe \u00e0 l\u2019heure actuelle sur l\u2019\u00eele d\u2019Irlande.<\/p>\n<p>Je ne pr\u00e9tends pas que ces probl\u00e9matiques sont faciles \u00e0 concilier.<\/p>\n<p>Nous comprenons les pr\u00e9occupations de la Commission, notamment \u00e0 propos de la pr\u00e9vention de la fraude. Le maintien de l\u2019int\u00e9grit\u00e9 de nos march\u00e9s respectifs est une question d\u2019int\u00e9r\u00eat r\u00e9ciproque.<\/p>\n<p>Et nous souhaitons ardemment trouver une r\u00e9ponse \u00e0 ces questions \u00e0 travers les n\u00e9gociations. Aucune solution cr\u00e9dible n\u2019ayant encore \u00e9t\u00e9 propos\u00e9e, nous devons nous efforcer d\u2019arriver \u00e0 une issue valable.<\/p>\n<p>De la m\u00eame mani\u00e8re, les propositions portant sur notre relation future ont pour motivation principale le besoin d\u2019\u00e9viter une fronti\u00e8re physique, sans compromettre l\u2019autonomie de l\u2019UE ou l\u2019int\u00e9grit\u00e9 constitutionnelle du Royaume-Uni.<\/p>\n<p>Nous restons focalis\u00e9s sur la n\u00e9gociation de cette future relation, parall\u00e8lement \u00e0 l\u2019acceptation simultan\u00e9e d\u2019un texte de solution \u00ab backstop \u00bb juridiquement applicable relatif \u00e0 la fronti\u00e8re irlandaise.<\/p>\n<p>Cependant le Premier ministre a indiqu\u00e9 clairement qu\u2019aucun Premier ministre britannique \u2013 et qui plus est aucun Parlement \u2013 ne saurait accepter la proposition \u00e9mise par la Commission en mars.<\/p>\n<p>Ce n\u2019est pas seulement parce qu\u2019elle sugg\u00e8re d\u2019imposer une fronti\u00e8re douani\u00e8re au sein du Royaume-Uni, mais aussi parce qu\u2019elle ne respecte pas l\u2019approche \u00e9voqu\u00e9e dans le rapport conjoint de d\u00e9cembre.<\/p>\n<p>Tout comme l\u2019Accord du Vendredi Saint, c\u2019est un \u00e9quilibre politique fragile.<\/p>\n<p>Nos efforts pour faire progresser la solution \u00ab backstop \u00bb, et nous sommes d\u00e9terminer \u00e0 le faire, doivent donc tenir compte de cette approche en respectant et pr\u00e9servant la position de l\u2019Irlande du Nord au sein du march\u00e9 interne du Royaume-Uni, en reconnaissant les liens commerciaux nord-sud et est-ouest particuli\u00e8rement importants et en veillant \u00e0 ce que la solution, quelle qu\u2019elle soit, respecte l\u2019identit\u00e9, la philosophie et les aspirations des deux communaut\u00e9s et des traditions en Irlande du Nord.<\/p>\n<p>En m\u00eame temps, soyons aussi clairs que l\u2019ont \u00e9t\u00e9 le Premier ministre et le Taoiseach, tenir nos promesses au peuple d\u2019Irlande du Nord en \u00e9vitant une fronti\u00e8re physique, en pr\u00e9servant les conditions propices \u00e0 une coop\u00e9ration nord-sud et en respectant l\u2019accord de Belfast d\u00e9pend principalement de l\u2019entretien d\u2019une relation future profond\u00e9ment ancr\u00e9e et sp\u00e9ciale avec l\u2019Union europ\u00e9enne, qui assurerait que le recours \u00e0 la solution \u00ab backstop \u00bb soit inutile.<\/p>\n<p>C\u2019est exactement ce que ferait notre zone de libre-\u00e9change de biens sugg\u00e9r\u00e9e, en nous engageant vis-\u00e0-vis d\u2019un corpus r\u00e9glementaire commun, couvrant les aspects n\u00e9cessaires pour assurer des \u00e9changes sans friction \u00e0 la fronti\u00e8re aussi bien entre la fronti\u00e8re entre la r\u00e9publique d\u2019Irlande et l\u2019Irlande du Nord, qu\u2019entre Calais et Douvres. Je veux insister sur ce point. Il ne s\u2019agit pas de trier sur le volet, d\u2019avoir le beurre et l\u2019argent du beurre [PAUSE] et m\u00eame le sourire de la cr\u00e9mi\u00e8re mais de trouver un compromis susceptible de concilier les int\u00e9r\u00eats fondamentaux du Royaume-Uni et de l\u2019Union europ\u00e9enne. Et pas seulement nos int\u00e9r\u00eats.<\/p>\n<p>L\u2019UE est un exportateur net de biens au Royaume-Uni. Les entreprises fran\u00e7aises ont par cons\u00e9quent tout int\u00e9r\u00eat \u00e0 faire en sorte que les \u00e9changes restent sans friction.<\/p>\n<p>Cela \u00e9tant, nous respectons la position de l\u2019UE et nous ne cherchons pas \u00e0 d\u00e9stabiliser l\u2019int\u00e9grit\u00e9 du march\u00e9 unique que nous quittons. Nous abandonnons nos droits d\u2019\u00c9tat membre. Nous ne jouirons plus des m\u00eames acc\u00e8s aux march\u00e9s, de la m\u00eame influence commerciale.<\/p>\n<p>Nous n\u2019aurons plus de Commissaire britannique, de Membres du Parlement europ\u00e9en britanniques, de Premier ministre britannique \u00e0 la table du Conseil europ\u00e9en, de vote ou de droit de veto.<\/p>\n<p>Mais nous resterons engag\u00e9s vis-\u00e0-vis de toute les r\u00e8gles de l\u2019UE, pour garantir une fronti\u00e8re sans friction et la concurrence loyale.<\/p>\n<p>Bas\u00e9es sur des engagements du Royaume-Uni dans des domaines comme l\u2019aide de l\u2019\u00c9tat, la protection environnementale, sociale et de l\u2019emploi et d\u2019autres normes r\u00e9glementaires, nos propositions permettraient d\u2019arriver \u00e0 une situation \u00e9quitable.<\/p>\n<p>Nous proposons \u00e9galement un m\u00e9canisme robuste de r\u00e9solution des diff\u00e9rends pr\u00e9voyant des moyens de recours au cas o\u00f9, \u00e0 l\u2019avenir, le Royaume-Uni ne s\u2019acquitterait pas de ses obligations.<\/p>\n<p>Nous en sommes parfaitement conscients, cette nouvelle relation exige le r\u00e9\u00e9quilibrage des droits et obligations.<\/p>\n<p>Je crois sinc\u00e8rement que ces engagements emp\u00eacheraient le Royaume-Uni de chercher \u00e0 s\u2019octroyer un avantage concurrentiel en pratiquant des subventions in\u00e9quitables ou l\u2019att\u00e9nuation des normes r\u00e9glementaires.<\/p>\n<p>Je vais \u00eatre franc avec vous. Ce qui a \u00e9t\u00e9 obtenu \u00e0 Chequers \u00e9tait un compromis \u00e2prement disput\u00e9 ne fait pas l\u2019unanimit\u00e9 au sein du gouvernement, raison pour laquelle nous avons eu deux d\u00e9missions (de ministres hauts plac\u00e9s) au sein du Cabinet.<\/p>\n<p>Mais au final c\u2019est un compromis (celui de Chequers) que nous sommes pr\u00eats \u00e0 accepter, surtout parce qu\u2019il nous permet d\u2019\u00e9viter la cr\u00e9ation d\u2019une fronti\u00e8re entre la r\u00e9publique d\u2019Irlande et l\u2019Irlande du Nord tout en pr\u00e9servant l\u2019int\u00e9grit\u00e9 constitutionnelle et \u00e9conomique du Royaume-Uni.<\/p>\n<p>Nos propositions \u00e9liminent le besoin de pr\u00e9voir des contr\u00f4les r\u00e9glementaires \u00e0 la fronti\u00e8re, prot\u00e8gent nos cha\u00eenes d\u2019approvisionnement hautement int\u00e9gr\u00e9es et permettent de ne soumettre les produits qu\u2019\u00e0 une seule s\u00e9rie d\u2019approbations et d\u2019autorisations.<\/p>\n<p>Il va de soi que ces propositions prot\u00e8gent \u00e9galement les entreprises de part et d\u2019autre de la Manche.<\/p>\n<p>Cette consid\u00e9ration est particuli\u00e8rement importante pour les nombreuses PME, fondements de nos \u00e9conomies, sources cruciales d\u2019innovation, d\u2019emplois et d\u2019entrepreneuriat.<\/p>\n<p>L\u2019UE craint apparemment que nous d\u00e9cidions d\u2019\u00e9dulcorer nos crit\u00e8res pour en tirer un avantage concurrentiel.<\/p>\n<p>Je crois que ces craintes sont sans aucun fondement. \u00c0 l\u2019instar de la France, nous consid\u00e9rons la croissance \u00e9conomique, la protection du consommateur et des travailleurs, le d\u00e9veloppement durable comme des \u00e9l\u00e9ments indissociables les uns des autres et non pas comme des concessions.<\/p>\n<p>Nos ant\u00e9c\u00e9dents nous placent parmi les pays de r\u00e9f\u00e9rence dans le domaine de la promotion de la croissance propre, que nous avons plac\u00e9e au c\u0153ur de notre strat\u00e9gie industrielle.<\/p>\n<p>Nous avons d\u00e9j\u00e0 des normes industrielles qui figurent d\u00e9j\u00e0 parmi les plus exigeantes au monde et nous nous attendons \u00e0 ce que tout accord conclu entre nous soit assorti d\u2019un engagement r\u00e9ciproque de non-r\u00e9gression.<\/p>\n<p>S\u2019agissant des services, nous souhaitons une relation plus libre bas\u00e9e sur de nouvelles dispositions, tout en reconnaissant que le Royaume-Uni et l\u2019Union europ\u00e9enne ne jouiront plus des niveaux d\u2019acc\u00e8s actuels \u00e0 leurs march\u00e9s r\u00e9ciproques.<\/p>\n<p>Nous cherchons \u00e0 garantir de hauts niveaux de coop\u00e9ration dans des domaines comme ceux des transports, de l\u2019\u00e9nergie et des services financiers. Les secteurs de la finance et des assurances repr\u00e9sentent \u00e9galement 22% du total des \u00e9changes entre la France et le Royaume-Uni.<\/p>\n<p>Notre secteur des services financiers est l\u2019un des march\u00e9s les plus contr\u00f4l\u00e9s et les plus r\u00e9glement\u00e9s de la plan\u00e8te.<\/p>\n<p>Suite \u00e0 notre exp\u00e9rience douloureuse de la crise financi\u00e8re de 2008 et compte tenu de l\u2019importance de la stabilit\u00e9 financi\u00e8re, nous sommes totalement engag\u00e9s vis-\u00e0-vis du maintien des normes internationales, maintien qui d\u2019autre part est totalement dans notre int\u00e9r\u00eat.<\/p>\n<p>S\u2019agissant de notre partenariat de s\u00e9curit\u00e9 future avec l\u2019Europe, nous nous sommes engag\u00e9s, inconditionnellement, \u00e0 maintenir le haut niveau actuel de coop\u00e9ration.<\/p>\n<p>Nous souhaitons continuer et renforcer notre coop\u00e9ration pratique aux diff\u00e9rents outils et mesures, d\u00e9velopp\u00e9s conjointement pour assurer le soutien de notre capacit\u00e9 op\u00e9rationnelle conjugu\u00e9e, comme c\u2019est le cas du Mandat d\u2019arr\u00eat europ\u00e9en.<\/p>\n<p>Et le Royaume-Uni n\u2019est pas le seul \u00e0 en profiter. En 2015-16, le Royaume-Uni a soumis moins de 250 demandes d\u2019arrestations dans les autres \u00c9tats membres.<\/p>\n<p>Au cours de la m\u00eame ann\u00e9e, il a re\u00e7u pr\u00e8s de 15 000 demandes d\u2019arrestations au Royaume-Uni de la part d\u2019autres \u00c9tats membres, soit pr\u00e8s de six fois plus, dont plus de 1 000 provenant de la France.<\/p>\n<p>Nous ne ferons plus partie des politiques communes, mais notre participation \u00e0 des agences d\u00e9terminantes comme Europol et Eurojust nous permettrait de partager efficacement les renseignements.<\/p>\n<p>Par cons\u00e9quent, nous cherchons un ensemble de propositions dont les termes nous permettraient de maintenir notre coop\u00e9ration rapproch\u00e9e, refl\u00e9tant le fait que nos capacit\u00e9s conjointes doivent n\u00e9cessairement \u00e9voluer, parall\u00e8lement \u00e0 l\u2019\u00e9volution des menaces communes auxquelles nous devons faire face.<\/p>\n<p>Nous sommes convaincus que cette approche sert notre int\u00e9r\u00eat commun.<\/p>\n<p>C\u2019est aussi l\u2019une des raisons pour lesquelles le Royaume-Uni regrette le manque de cr\u00e9ativit\u00e9 de l\u2019approche de la Commission par rapport au programme de satellites Galileo, qui renforce globalement la r\u00e9silience, la d\u00e9fense et les \u00e9conomies de l\u2019Europe d\u00e9pendant d\u00e9sormais de l\u2019espace.<\/p>\n<p>Le Royaume-Uni a fortement investi dans Galileo, aussi bien en termes d\u2019experts que de finances, parce qu\u2019il croit en ce projet.<\/p>\n<p>Toutefois le maintien justifiable de notre contribution doit justement d\u00e9pendre de celui de notre acc\u00e8s au syst\u00e8me, \u00e0 ces informations et contrats.<\/p>\n<p>Le Royaume-Uni doit participer \u00e0 la conception et \u00e0 la construction en cours du syst\u00e8me. Nous devons en comprendre la fiabilit\u00e9, l\u2019efficacit\u00e9, afin de contribuer aux travaux visant \u00e0 en identifier, surveiller et traiter les vuln\u00e9rabilit\u00e9s, tout en d\u00e9veloppant ses atouts.<\/p>\n<p>Tout comme le MEDEF lutte pour les emplois fran\u00e7ais, vous devriez vous attendre \u00e0 ce que je lutte pour les emplois britanniques et \u00e0 ce que je continue \u00e0 le faire.<\/p>\n<p>Nous pouvons n\u00e9anmoins lutter ensemble pour le maintien de la concurrence loyale. Il y a de nombreux risques r\u00e9els qui menacent la s\u00e9curit\u00e9 de l\u2019infrastructure spatiale europ\u00e9enne.<\/p>\n<p>Je vous promets que le Royaume-Uni n\u2019en est pas un.<\/p>\n<p>Avec ou sans Galileo et comme il l\u2019a toujours fait, nous continueront d\u2019investir son expertise dans la d\u00e9fense et la s\u00e9curit\u00e9 de l\u2019Europe.<\/p>\n<p>\u00c0 cette fin, nous continuons de consid\u00e9rer la France comme l\u2019un de nos plus proches alli\u00e9s.<\/p>\n<h3 id=\"contexte-stratgique-et-risque-dchec\">Contexte strat\u00e9gique et risque d\u2019\u00e9chec<\/h3>\n<p>Nous avons donc propos\u00e9 une base pr\u00e9cise, responsable et cr\u00e9dible pour faire avancer les n\u00e9gociations.<\/p>\n<p>\u00c0 exactement sept mois de la fin du processus de retrait en application de l\u2019Article 50, moins de deux mois avant le Conseil europ\u00e9en du mois d\u2019octobre :<\/p>\n<p>Nous faisons face \u00e0 un choix entre des propositions pragmatiques que nous discutons en ce moment avec la Commission europ\u00e9enne, ou le risque d\u2019un \u00ab no deal \u00bb.<\/p>\n<p>Les mod\u00e8les alternatifs n\u2019atteignent pas notre niveau d\u2019ambition ni l\u2019objectif que nous voulons tous atteindre, Nous demandons par cons\u00e9quent \u00e0 l\u2019Union europ\u00e9enne d\u2019adh\u00e9rer \u00e0 n\u00e9gocier les d\u00e9tails de notre vision positive de notre relation future.<\/p>\n<p>Nous sommes certains que les deux parties peuvent arriver \u00e0 un accord est qu\u2019elles y parviendront. Nous avons d\u00e9j\u00e0 accept\u00e9 pr\u00e8s de 80% de l\u2019accord de retrait et continuons d\u2019avancer par rapport aux probl\u00e9matiques de s\u00e9paration restantes.<\/p>\n<p>Nous sommes par ailleurs totalement convaincus qu\u2019un tel accord serait dans l\u2019int\u00e9r\u00eat de tous. Il n\u2019est pas seulement important pour le Royaume-Uni et l\u2019Union europ\u00e9enne. La place qu\u2019occupe l\u2019Europe sur la sc\u00e8ne mondiale et plus g\u00e9n\u00e9ralement, ses relations avec ses voisins et partenaires en d\u00e9pendent \u00e9galement.<\/p>\n<p>Je crois profond\u00e9ment que nous arrivons \u00e0 un croisement de notre histoire.<\/p>\n<p>Certaines tendances des deux c\u00f4t\u00e9s de la Manche, des deux c\u00f4t\u00e9s de la mer du Nord et des deux c\u00f4t\u00e9s de l\u2019Atlantique pourraient nous \u00e9loigner les uns des autres.<\/p>\n<p>Il est facile, dans le feu des n\u00e9gociations, d\u2019oublier que nous sommes, nous et nos alli\u00e9s europ\u00e9ens, dans le m\u00eame camp.<\/p>\n<p>Nous voulons tous arriver \u00e0 un accord.<\/p>\n<p>Mais sans compromis, sans pragmatisme et sans r\u00e9fl\u00e9chir au contexte plus g\u00e9n\u00e9ral, nous risquons de ne pas y parvenir avant mars 2019 et de nous s\u00e9parer sans accord.<\/p>\n<p>Ce n\u2019est pas ce que souhaitent ou ce \u00e0 quoi s\u2019attendent le Royaume-Uni ou la France.<\/p>\n<p>Nous avons n\u00e9anmoins le devoir de nous y pr\u00e9parer.<\/p>\n<p>Nous devons engager des dialogues raisonnables, responsables et r\u00e9alistes avec nos citoyens, entreprises, et autres afin d\u2019att\u00e9nuer les risques.<\/p>\n<p>Certains soutiennent qu\u2019un bon accord pour le Royaume-Uni risquerait de saper le projet de l\u2019Union europ\u00e9enne. Mais il ne s\u2019agit pas d\u2019un jeu \u00e0 somme nulle.<\/p>\n<p>L\u2019accord peut \u00eatre b\u00e9n\u00e9fique d\u2019un c\u00f4t\u00e9 comme de l\u2019autre de la Manche.<\/p>\n<p>Nous devons pouvoir construire conjointement des approches europ\u00e9ennes pour relever des d\u00e9fis communs. L\u2019Union europ\u00e9enne a besoin que ses relations avec ses voisins soient positives, constructives et bas\u00e9es sur des int\u00e9r\u00eats communs et non pas sur le principe d\u2019une sorte de forteresse inclusive ou exclusive.<\/p>\n<p>\u00c0 une \u00e9poque o\u00f9 s\u2019\u00e9rode la confiance en leurs r\u00e9gimes politiques des citoyens, personne\u2026 Je pense que ce n\u2019est dans l\u2019int\u00e9r\u00eat de personne\u2026<\/p>\n<p>Union europ\u00e9enne incluse, ne gagnerait quoi que ce soit en tentant de garder les britanniques dans l\u2019Union europ\u00e9enne contre la volont\u00e9 de la majorit\u00e9 d\u2019entre eux.<\/p>\n<p>Par ailleurs, les perturbations pratiques et les pertes \u00e0 court terme in\u00e9vitables pour les entreprises en cas de \u00ab No Deal \u00bb, ne feraient qu\u2019alimenter le ressentiment, la division et les forces politiques radicales pr\u00eates \u00e0 en profiter.<\/p>\n<p>L\u2019autre voie m\u00e8ne vers une relation r\u00e9invent\u00e9e, rafra\u00eechie et revigor\u00e9e bas\u00e9e sur l\u2019unit\u00e9, la coop\u00e9ration et les \u00e9changes. Un nouveau compromis, par lequel:<\/p>\n<ul>\n<li>le Royaume-Uni ne serait pas g\u00ean\u00e9 de sa souverainet\u00e9<\/li>\n<li>l\u2019Union europ\u00e9enne ne serait pas g\u00ean\u00e9e de poursuivre son projet d\u2019une union toujours plus rapproch\u00e9e, par un Royaume-Uni refusant obstin\u00e9ment d\u2019adh\u00e9rer \u00e0 cette tendance<\/li>\n<li>nous r\u00e9affirmons notre engagement commun vis-\u00e0-vis de la coop\u00e9ration, de nos valeurs communes partag\u00e9es et de notre prosp\u00e9rit\u00e9 commune<\/li>\n<li>nous \u00e9changerons sereinement avec le reste du monde<\/li>\n<li>nous exploiterons la croissance \u00e9conomique sur d\u2019autres continents, au lieu de tenter de nous en prot\u00e9ger<\/li>\n<li>nous d\u00e9fendrons nos id\u00e9aux<\/li>\n<li>nous an\u00e9antirons les espoirs de ceux qui souhaitent scinder nos alliances, tirer parti de notre \u00e9garement et usurper l\u2019ordre mondial que nous avons forg\u00e9 ensemble<\/li>\n<\/ul>\n<p>Je crois que nous sommes &#8211; et nous restons &#8211; les partenaires indispensables d\u2019un monde impr\u00e9visible.
