In 2014, the Foreign and Commonwealth Office’s Consular Assistance Department conducted a review of the support it provides to bereaved families and friends after a murder or manslaughter abroad. The aim was to identify new ways to provide support and to help ensure that what we provide is effective and consistent. Families, Members of Parliament, relevant organisations and consular staff were consulted and this report sets out the approach, findings and outcomes of this review.

Overall, the review found that many respondents praised the service provided by many of the caseworkers in London and the teams at our overseas Posts, in particular the high level of empathy that FCO Consular staff had shown. An inquiry conducted by the House of Commons Foreign Affairs Committee in 2014 also concluded that the FCO “should rightly be proud of its work”.
